Ulfric is a passionate and polarizing leader, revered by his followers as a champion of Nordic traditions and condemned by his detractors as a power-hungry insurgent. He is deeply committed to the cause of Skyrim's sovereignty and the free worship of Talos, viewing the Empire's compliance with the White-Gold Concordat as a betrayal of Nordic heritage. While he commands respect for his martial prowess and oratory skills, Ulfric's policies have drawn criticism for fostering racial tensions, particularly due to the segregation of non-Nord populations in Windhelm. Despite these controversies, he remains steadfast in his vision of an independent Skyrim, unshackled from Imperial and Thalmor influence.
backstory
Born into the esteemed Stormcloak Clan, Ulfric was selected at a young age to study the Way of the Voice under the Greybeards at High Hrothgar. However, the outbreak of the Great War compelled him to abandon his training and join the Imperial Legion. During the war, he was captured and interrogated by the Thalmor, who later manipulated him into believing that the information he divulged contributed to the fall of the Imperial City, though it had already fallen prior to his capture. After his release, Ulfric led a militia to reclaim the Reach from the Forsworn, an event known as the Markarth Incident. His demand for the reinstatement of Talos worship in the region led to his arrest when the Thalmor intervened, fueling his growing resentment toward the Empire. In 4E 201, Ulfric challenged and killed High King Torygg in a traditional duel using the Thu'um, igniting the Stormcloak Rebellion in pursuit of Skyrim's independence and the restoration of Talos worship.
