Kugane is a bustling port city known for its commitment to neutrality and trade. With its vibrant markets, serene gardens, and traditional Hingan architecture, it serves as a melting pot for cultures and ideas, attracting travelers and merchants from all corners of the world. It is the only port open to foriegn vessels. Violence is strictly prohibited inside the city walls. The laws are strictly enforced by the Sekiseigumi samurai.
