There is a template character for you to build your own, for the sake of story and consistency, you must assign a start location for this template to any starting "Base".

Description
The District of Columbia is the national capital of the United States. Here you have the major hubs of all 3 branches of government: the Executive branch headed by the President, the Legislative branch comprised of Congress and the Senate, and the Judicial branch lead by the Supreme Court. To the southwest of DC is the Pentagon, the hub of all Department of Defense affairs.
