There is a template character for you to build your own, for the sake of story and consistency, you must assign a start location for this template to any starting "Base". Description

This is the Soviet frontline. Due to internal politics, the only troops here are non-Russian Soviets, which has led to an open animosity to ethnic-Russians when they do appear on the front. These "other" Soviet races justly feel they are being thrown to the fire as cannon fodder, as if to add insult to the losses of their own countries. Despite being Soviet themselves, many on this particular frontline harbor strong anti Soviet sentiments, from nearly a decade and a half of biased treatment and fighting in the wastes of old Kamchatka. There is a large makeshift slum town built around the operations base, all the refugees who either can't fight, or are pregnant or nursing, had to stay somewhere, unable to flee the area in a Soviet ran territory. Mercenaries are rare here due to the poor quality of maintenance facilities and the gross lack of support from many Soviet units who only value their own strength.
